Fish. The best way to start is with goldfish, or bettas. They require minimal attendace.

If your mom gets allergies to rodents, she’d better try out any animal before taking it home, except for fish, reptiles, and amphibians.
A cockatiel or a parakeet can be very nice, but make sure it is tame before you bring it home; especially with a parakeet, some of them are just not friendly, though some are great.
